What is the purpose of an Experiment? Is it like trying to breed one true line of the same dragon? I do dorsals lol
Or is it just to see if there are new species?

They're the whole point of Neglected Science. An experiment here is an attempt to create a ND from an egg or hatchling. Specifically, an experiment officially begins when your chosen egg/hatchling's remaining time hits 0 (eggs/hatchlings die exactly 30 minutes after their timer reaches 0). I would go into the whole procedure, but it's already written here. This has pretty much all the basics to doing an experiment.
